The Housing Authority of San Luis Obispo’s new development includes 20 affordable rental units for extremely-low and very-low income households. The project features studio and one bedroom units; with ten units dedicated for homeless Veterans, whose rent will be limited to 30 percent of their income. Priority to Veterans is also offered for the remaining 10 units. All units are fully leased.

860 On the Wye also incorporates a community garden, a bicycle for each tenant, on-site Veteran services, and significant energy conservation features allowing it be a "Zero Net Energy" project, using only electricity generated through solar power.

Construction on 860 On the Wye began in early 2016. A complex financing package allowed the development to be successful, including approximately $1 million in City Affordable Housing Funds, CDBG funds, and fee deferrals.
