January 2010 Housing Element Adopted!

At its January 19, 2010 public hearing, the City Council approved the Council Draft Housing Element and mitigated negative declaration of environmental impact.  Council’s approval was contingent upon revisions to address the State Department of Housing and Community Development's (HCD) most recent comments plus some minor, mostly editorial changes of its own.  The adopted January 2010 Housing Element now includes these revisions and on March 2nd, 2010 was resubmitted to HCD for final review and certification.  HCD has 90 days to review the Housing Element for consistency with state housing laws.  Given that the agency's previous comments are addressed in the adopted Element, the City anticipates that HCD will certify the Housing Element following its extensive review. 

Preparing the Housing Element involved thousands of hours of work by citizens, advisory body members, non-profit housing and civic organizations, and City staff.  The City is proud of the results and looks forward to certification and to implementing the Element's many programs intended to expand affordable housing.  The adopted Housing Element carries forward many of the aggressive housing programs launched in 2004 and includes new programs to expand housing for persons of all income levels.  The City’s track record shows our housing programs are working, with almost 1,300 dwellings built, under construction or approved since January 2007.  The City will continue that aggressive commitment to housing construction into the Elements 2010-2014 planning period.  To review the City's finally adopted Housing Element, click here.
