The  Human Relations Commission (HRC) meets in-person at least quarterly, the first Wednesday of the month at 5:00 p.m. in the Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo. Agendas for regular meetings must be posted at least 72 hours in advance but are commonly posted one week in advance. (Note: Meeting materials prior to June 1, 2022 may be found in the City's Records Archive for the Human Relations Commission.)

Purpose, Membership and Terms

The HRC advises the City Council and/or the City Manager on matters that promote and advance equity, mutual understanding, respect, and fair treatment to all SLO City residents. The HRC promotes and improves human relations and equity by providing a providing a forum where marginalized members of our community can raise issues as it relates to the Commission's focus areas, air complaints, or look for resources within the City; encouraging local non-profits to take new and creative approaches to solve the most prevalent health and human service needs in our community; building community partnerships; and ensuring broad representation in commission initiatives.

The commission consists of seven members, who must be residents and registered voters of the City. It is preferable that applicants have experience or a demonstrated interest in community social issues. Members are appointed to four-year terms and are eligible for reappointment for an additional four years. How can I express my opinion on an upcoming agenda item?

Public Comment for items within the purview of the Advisory Body can be submitted in the following ways:

During the meeting: Must be present in the Council Hearing Room. All interested persons are invited to attend Advisory Body meetings to express their views verbally. To speak at the meeting, provide a speaker slip to the Clerk in advance, up to and including when public comment is opened for the item. Public Comment for items not on the agenda are taken at the beginning of the meeting. Note: Municipal Advocates must disclose themselves as such and identify the party(ies) represented per SLOMC Sec. 2.64.070. 

Written Communication: All interested persons are invited to submit advance written communications to the Advisory Body via email (advisorybodies@slocity.org) to express their opinions on an agenda item, or an item not on the agenda but within the purview of the body. Citizens are encouraged to present written comments (including email) no later than 3-hours in advance of the meeting time/day. This provides the Advisory Body members with a greater opportunity to review and consider issues and/or concerns expressed prior to the meeting. All emails and letters will be archived in the public record (Agenda Correspondence) for the meeting and distributed to Advisory Body members, however, submissions after 3-hours in advance deadline may not be archived/distributed until the following day. Emails and letters will not be read aloud during the meeting.

Verbal Comment (received no later than 3-hours in advance of the meeting time/day): To leave a verbal comment for the Advisory Body in advance of the meeting, call (805) 781-7164 to leave a voicemail. State and spell your name, reference the agenda item number that you are calling about, and leave your comment. Voicemails are limited to 3 minutes. All voicemails will be forwarded to the Advisory Body members and saved as Agenda Correspondence. Voicemails will not be played during the meeting.

Video Comment (received no later than 3-hours in advance of the meeting time/day): Limited to 3 minutes, email your mp4 video to advisorybodies@slocity.org or drop off a USB containing the video to the City Clerk’s Office at 990 Palm Street, San Luis Obispo, CA 93401. Videos will be forwarded to the Advisory Body members and saved as Agenda Correspondence. Videos will not be played during the meeting.
