The Clean Energy Choice Program Compliance Training Video
The following video contains an overview of the goals, requirements, and compliance processes for the Clean Energy Choice Program for New Buildings. Residential and Non-Residential Compliance:
All new residential and commercial projects shall follow the compliance process presented below. This page identifies the new requirements for projects submitting for permit on or after January 1st, 2023.
Planning Phase
- Verify Requirements: Verify the applicable requirement by using the Clean Energy Program for New Buildings Scoping Form
- Planning Acknowledgement: Complete, sign, and include the Clean Energy Choice Program Clean Energy Program Acknowledgement Statement on the index sheet at the beginning of the plan set.
Plan Check Phase
- Verify Requirements: Verify the applicable requirement by using the Clean Energy Program for New Buildings Scoping Form
- Energy Reach Code Compliance: Ensure that the Energy Compliance report shows the minimum requirements with the California State Energy Code (Title 24, Part 6).
- Certificate of Compliance: Include the completed and signed Building Permit Certificate of Compliance and a blank copy of the Building Final Inspection Certificate of Compliance in the plan set with the energy compliance documentation.
Inspection Phase
- Comply with the approved plans: Install measures as indicated on the Energy Compliance Report within the Permit Plans.
- Certificate of Compliance: Ensure the Building Final Inspection Certificate of Compliance is completed in its entirety.
- Energy Compliance Report Changes: Any changes made during construction impacting the Energy Compliance Report should be revised and resubmitted.
Infeasibility
Project applicants seeking a technical exemption or public interest exemption must submit as identified in 8.11.050 and 8.11.060, must submit an exemption application for approval. Please review and complete the Clean Energy Program for New Buildings Exemption Application with the building permit application.
