During the regular City Council meeting on Tuesday, November 12, 2024, the Council discussed important topics impacting and benefiting the community. Below is a brief recap of the meeting. You can also review the video recording on YouTube.

Presentations 
The meeting began with two brief presentations. First, Mayor Erica A. Stewart presented a proclamation declaring November 2024 as National Hospice and Palliative Care Month in San Luis Obispo. Then, the City Manager briefly reported on current City programs, services and projects. 

Public Hearings & Business Items 
The City Council held one public hearing and discussed two business items:

• Approved a Street Abandonment and Application to Adjust City Limit Boundaries to Accommodate Cal Poly Faculty & Staff Housing (Item 7a): The City Council held a public hearing and took several actions to accommodate a Cal Poly University faculty and staff housing project called Vista Meadows. The City Council decided to abandon portions of Slack Street rights-of-way and directed City staff to submit a Detachment Application to the San Luis Obispo Local Agency Formation Commission (LAFCO) to adjust City limit boundaries near the university. While the 33-unit housing project is located outside of City limits on State land, Cal Poly requested that the City abandon 35 feet of City right-of-way to accommodate the housing units and to transfer maintenance and liability of the new sidewalk improvements to the university. The City Council agreed that by abandoning these portions of unused right-of-way and modifying the City limit line, the City can support construction of these housing units and minimize environmental impacts of grading further up on the hillside. LAFCO will review the Detachment Application to adjust City limits and will make the final determination.
  
  
• Downtown Parking Technology Roadmap (Item 7b): The City Council discussed the Downtown Parking Technology Roadmap designed to further improve parking services in downtown San Luis Obispo. The Council authorized several actions that will improve parking technology and operating systems, including approving a standard vendor for a new gated system in the public parking garages, replacing existing parking pay stations downtown, selecting a single mobile payment app for street parking, and adding security infrastructure and technology for the existing parking garages.
  
  
• Updates on Mission Plaza Enhancement Project (Item 7c): The City Council discussed the Mission Plaza Enhancement Project and directed staff to award the contract to Quincon Incorporated. However, the costs for the project have increased and the Council also directed staff to reduce project costs by replacing more costly custom products in the project design with readily available alternatives that will maintain the desired aesthetic and functionality at a better value. When completed, Mission Plaza will have a new and improved restroom, improved security, and a new Kiosk Café with food and drink options to encourage community members to stay and enjoy the plaza for longer periods of time.

Consent Agenda
As part of the consent agenda, the City Council approved several items with one vote, including repairs and improvements to a Police Department building (Item 6d).

The next City Council meeting will be held on Tuesday, November 19, 2024, at 5:30 p.m. in the Council Chambers at City Hall, 990 Palm Street.
