The Construction Board of Appeals (CBOA) meets in-person and meetings are scheduled on an as-needed basis at City Hall, 990 Palm Street, San Luis Obispo. For more information, contact staff liaison Mike Loew at (805) 781-7157 or email mloew@slocity.org.


Construction Board of Appeals Meeting Agenda Packets

CBOA Agenda Packets may now be accessed at the same location as City Council agendas. This change has been made to further accessibility and transparency by offering visitors a central location to view agendas for public meetings. Please refer to the linked Public Meeting Agendas web page for further information.

Agendas for regular meetings must be posted at least 2 hours in advance of the meeting but are commonly posted one week in advance.


Purpose, Membership and Terms

The Construction Board of Appeals (CBoA) hears and decides appeals of orders, decisions, and determinations made by the building official relative to the applications and interpretations of various technical codes. In addition, the members of the CBoA may meet as the Appeals Board for Disabled Access for the purpose of considering appeals to the standards in the California Building Standards Code regarding accommodations for persons with physical disabilities.

The CBoA consist of seven members. Five of the seven members shall be qualified by experience and training to pass on matters pertaining to building construction and building service equipment, hazards of fire, explosions, hazardous conditions or fire protection and who are not employees of the City. Two members of the Board shall be physically disabled community representative* and shall be exempt from residency requirements.

Each term of office will be for four years. There is no limitation to the number of consecutive
terms of appointment.

* Physically Disabled Community Representative Definition: Preference will be given to individuals who are registered City of San Luis Obispo voters and who identify as an individual with a physical disability or a close connection with a member of the physically disabled community, such as an individual who works in a professional or advocacy capacity serving the physically disabled community, has a physically disabled household or family member/loved one, serves as a caregiver, or similar connection. However, if recruitment for this position does not result in sufficient qualified registered City voters, membership may be considered for:
- A physically disabled community member who lives outside the City limits, but within the County of San Luis Obispo; or
- A community member who lives outside the City limits, but within the County of San Luis Obispo that has a close connection with the physically disabled community.

How can I express my opinion on an upcoming agenda item?

Public Comment for items within the purview of the Advisory Body can be submitted in the following ways:

During the meeting: Must be present at the meeting location. All interested persons are invited to attend Advisory Body meetings to express their views verbally. To speak at the meeting, provide a speaker slip to the Clerk in advance, up to and including when public comment is opened for the item. Public Comment for items not on the agenda are taken at the beginning of the meeting. Note: Municipal Advocates must disclose themselves as such and identify the party(ies) represented per SLOMC Sec. 2.64.070. 

Written Communication: All interested persons are invited to submit advance written communications to the Advisory Body via email (advisorybodies@slocity.org) to express their opinions on an agenda item, or an item not on the agenda but within the purview of the body. Citizens are encouraged to present written comments (including email) no later than 3-hours in advance of the meeting time/day. This provides the Advisory Body members with a greater opportunity to review and consider issues and/or concerns expressed prior to the meeting. All emails and letters will be archived in the public record (Agenda Correspondence) for the meeting and distributed to Advisory Body members, however, submissions after 3-hours in advance deadline may not be archived/distributed until the following day. Emails and letters will not be read aloud during the meeting.

Verbal Comment (received no later than 3-hours in advance of the meeting time/day): To leave a verbal comment for the Advisory Body in advance of the meeting, call (805) 781-7164 to leave a voicemail. State and spell your name, reference the agenda item number that you are calling about, and leave your comment. Voicemails are limited to 3 minutes. All voicemails will be forwarded to the Advisory Body members and saved as Agenda Correspondence. Voicemails will not be played during the meeting.

Video Comment (received no later than 3-hours in advance of the meeting time/day): Limited to 3 minutes, email your mp4 video to advisorybodies@slocity.org or drop off a USB containing the video to the City Clerk’s Office at 990 Palm Street, San Luis Obispo, CA 93401. Videos will be forwarded to the Advisory Body members and saved as Agenda Correspondence. Videos will not be played during the meeting.
