The San Luis Obispo City Council adopts a new Financial Plan (Budget) every two years. The Budget appropriates funding for existing City services as well as service enhancements that that further community priorities and Major City Goals. The Budget also includes funding for maintenance and replacements of City infrastructure assets, as well as construction of new assets. These projects form the Capital Improvement Plan (CIP).
The Capital Improvement Plan is managed by the CIP Project Engineering program, which oversees design and construction of all projects in the CIP. These projects include improvements to buildings, parks and streets as well as water, wastewater and flood control systems. The program also provides inspection services for public infrastructure improvements constructed by the private sector in addition to those by the City. The program goal is to design and construct cost-effective CIP projects and public infrastructure improvements which meet established engineering standards and specifications.
This program has four major activities:
- CIP Project Design - Acquiring right of way, designing projects, preparing plans and specifications.
- CIP Project Construction Management - Advertising for bids on construction contracts, qualifying contractors and awarding contracts, inspecting construction work for conformance to specifications, preparing estimates for progress payments.
- Private Development Inspection - Inspecting construction work by the private sector on public facilities that will be dedicated to the City for conformance with City Standards.
- Record Keeping - Preparing and maintaining record maps of City Streets and infrastructure, preparing record drawings of CIP project construction, preparing legal descriptions for property transactions, preparing exhibits and maps for meeting presentations.
