What is a sewer lateral?

A sewer lateral is the underground pipe that connects a property's plumbing system to the City sewer system in the street. Per City of San Luis Obispo Municipal Code 13.08.395(B), the  dark grey is the responsibility of the property owner to maintain, while the light grey is maintained by the City.

 Sewer Lateral Inspections

An annual inspection is an excellent idea for preventing serious sewer lateral issues. Events that may trigger a sewer lateral inspection include:

  • Private sewer overflow
  • Building permit applications for the addition of a bathroom or kitchen in a residential structure
  • Building permit applications for the addition of non-residential space or an additional plumbing fixture unit in non-residential structures
  • Increase in the size of the domestic water meter serving a property or adding a new domestic water meter
  • Specific changes in use
  • When a property is subdivided
  • When smoke testing or CCTV inspection by the City indicates the presence of I/I from a private sewer lateral impacting the public wastewater collection system
  • Change in ownership of real property
