City of SLO Customer Assistance Program (CAP) 

 Are you looking for financial assistance with your monthly water and sewer bill? If so, you might qualify for our Customer Assistance Program. If eligible, participants would receive a 15% discount on each monthly water and sewer bill. 

 A customer is eligible to receive rate assistance if they receive:

  1. CalWorks; or
  2. CalFresh (food stamps); or
  3. Supplemental Social Security and/or State Supplemental Payment; or
  4. Veteran Survivor’s Pension Benefits

OR, if the customer declares their household income to be less than twice the federal poverty rate (please see table below, or visit 2024 Poverty Guidelines [1] for more information)

Baseline Requirements:

  • The bill is in their name; and
  • The bill is for an individually metered residence; and
  • The applicant resides at the service address; and
  • The customer receives one or more of the following at their current address:

*Documentation submitted with application must show the account holder's full name as well as the service address.  The documentation must also include date of issuance or expiration, and will need to be uploaded as a Word or PDF document. A photo or JPEG image of your CalFresh card will not be accepted.

If I move to a new address, will my rates automatically be updated to the discounted rates at my new address?
Will the discount be retroactively applied to my account?

Other Local Payment Assistance

For those who are not eligible for the City's Customer Assistance Program (CAP), but need assistance with a high bill*, there are several local charities that may offer assistance with utilities-related expenses.**
